To understand the Certificate of Professional Competence, & its importance to the area of transport management, firstly an understanding of the term professional competence is required. Professional competence in relation to transport regulations, refers to an individual as being competent i.e. having the skills & knowledge, to manage transport operations in a professional manner.
Who Needs to Be Professionally Competent?
Road transport operators who operation is considered by the Operator Licensing Regime as working for “hire or reward”, at either nationally or internationally, must satisfy the requirement that a professionally competent person be nominated on the Operator Licence held, as the nominated “Transport Manager”.
For the any nomination to be accepted, by the Office of the Traffic Commissioner, there are a number of conditions, one of which is the demonstrating of professional competence, this is done with the use of a Certificate of Professional Competence, or that individual being a Certificate of Professional Competence holder, or CPC Holder
Therefore, any application for a Standard National, or International, must include the nomination of a person, to be the Transport Manager, & that person must be able to demonstrate that they are professionally competent, i.e. hold a Certificate of Professional Competence, or a CPC Holder.
How is Professional Competence Demonstrated?
A person wishing to demonstrate that they are professional competence, & therefore be nominated on either a Standard National, or International Operator’s Licence. Can only demonstrate professional competence, by that person being a Certificate of Professional Competence holder, or CPC Holder. Which has been issued due the person passing an examination specifically designed for the purpose of holding a Certificate of Professional Competence, or an equivalent qualification recognised by the Operator Licensing Regime as demonstrating Professional Competence.
For an individual wishing to become professionally competent, in relation to road transport operations, they must pass an approved examination, or gaining another qualification recognised by the Operator Licensing Regime. No experience of managing transport operations is required, or any requirement to demonstrate practical ability, i.e. the holder of a National Vocational Qualification, or NVQ
